  •  The last objective reviewed with the ministers at the December 24, 2002 meeting in Calcutta received the greatest interest. During this meeting TBP Chairman Partha Ghosh urged the revitalization of venture capital through the establishment of a new Bank of Bengal. This organization would focus on development opportunities in West Bengal with a specific focus on rural micro-lending opportunities. Significant progress has been made on this initiative in Calcutta. The WBIDC has developed commitments for up to Rupee 40 lakhs and is seeking additional financial commitments from TBP. Partha Ghosh handed out a proposed structure for the yet to be formed Bank of Bengal. There is significant organizational and legal work required before TBP can begin to solicit investments in BoB.

  Establishment of Venture Capital

  Many entrepreneurial ideas surface across the sub-continent, which are unique, perhaps outside the scope of our thinking, which is framed and influenced by value propositions in advanced economies. A venture fund, which taps into the surplus income of the privileged to fund unique ideas in the sub-continent, could reduce the "time to value" of ideas, which are indigenous; its management could also help navigate through the initial phases of development. For example, retired Bengalis overseas could work with the venture fund to ensure that entrepreneurial spirits in rural Bengal are cultivated by guiding, shaping and sharpening unique "bottom-up value propositions".
